What is the procedure of transferring a domain name?

Once the domain name is transferred, the registrant shall be replaced by the transferring (new) registrant.
Upon the receipt of the request for transfer of the domain name the registrar forwards to the registry an electronic consent of the transferring registrant and registrant receiving the domain name, evidencing intention of the Registrant receiving the domain name to register the domain name in his/her name, and also intention of the transferring Registrant to transfer such domain name.
Transfer of the domain name can also be done with the final decision of court or alternative dispute resolution body which entered into force and/or with the respective writ of execution.

When a domain name cannot be transferred?

The registry is authorized to refuse to transfer a domain name, in the same way the registrar is authorized to deny the request of the registrant to transfer the domain name until the resolution of the dispute over domain name in court or at alternative dispute resolution body, as well as up until the completion of the dispute at WIPO Arbitration and Mediation Center.
